To make organization effectively performance-driven, Arba Minch University, has introduced, a new work dynamics called - ‘Cascading Structure.’ University President, Dr Feleke Woldeyes, signing agreements in that regard with his deputies at new Senate Hall on 15th October 2015, called it a new beginning. President Dr Feleke further signed agreements in that regard with directorates accountable to his office; his deputies will follow the suit. Similarly, deans would sign agreements with their department heads to see that this new concept gets appropriately implemented.
‘Cascading Structure,’ is the concept that helps organization to pay close attention to what employees are doing and where the organization is heading. It facilitates effective correlation of corporate objectives with individuals' activities and also links workers' compensation to their achievement of specified targets.
President Dr Feleke in his reflection said shortcomings observed in the implementations of Balanced Score Card and Kaizen in previous plan would get eradicated by Cascading Structure. It will help us remove lacunas and give the clear roadmap as to where we are supposed to go.
Under the concept that promotes top-down approach, top officials would cascade strategic objectives of the organization to those accountable. With its true implementation work will be aligned with work force and work target will be set. Superior will be able to manage and review work performance, competencies, training and measure organizational and individual performance and link individual performance to individual pay etc.
Strategic Plan Evaluation and Implementation (SPEI) Directorate has developed one-year plan for university based on country’s Education Sector Development Plan-V will guide the education sector for next five years to support the development of cascaded strategic plans. The ground work for cascaded structure and preparation of agreement papers was done by SPEI.
During discussion, College of Agricultural Sciences Dean, Dr Nejib Mohammad asked as to how Cascading Structure will be implemented. College of Medicine and Health Sciences Dean, Mr Behailu Merdikios, wanted the mechanism in place to evaluate performance under BSC and Kaizen.
Research and Community Service Vice President, Dr Guchie, advocating decentralization of the work process said, it would be the key. The then advisor for Academic Affairs Vice President, Dr Damtew, reiterated ‘Cascade’ to be an inclusive structure that will be successfully implemented.
Later, Dr Feleke discussed about the achievement of previous plan, education quality issue, Kaizen, BSC and some financial issues.
